4. As it is desirable to have some white troops at
hand in case of civil trouble in Victoria, it is intended
to keep Wellington parracks, with access to the sea. The
alternatives open respecting the troops to occupy these
barracks and the use to be made of the contiguous land are
numerous, and I consider that they cannot be profitably
discussed at present. Probably the R.E. and Signal Corps
would remain in these barracks, and perhaps a recreati on
ground might be made between them and the sea on ground
now occupied by h.4.3.0. and K,A,V,D.
It might also be necessary to keep a small infantry
detachment in these barracks, to furnish guards 20.
5. A site for hospital has been found near King's
Park, where it would be possible to carry out an ing rovement
in organization by combining the British and Indian hospitals
in one establishment, and providing a hospital for women and
children too. It is considered that the number of beds

It is believed that the Colonial Government
would be very glad to get possession of the existing military
hospital for use as a civil hospital. The overnɔr had just
enquired whether this could be arranged.
